During the November 2026 General Election, Currituck County voters will decide whether to retain or alter the county’s current electoral structure for the Board of Commissioners. The board identified modifying the electoral structure as a priority following feedback from voters during the 2024 election cycle and included the priority on its 2025-2026 legislative agenda.

The current electoral structure includes five commissioners from residency districts and two at-large seats. Candidates must reside in their residency district but are elected countywide. Candidates for the two at-large seats are not bound by a residency district and are also elected countywide.

The Board of Commissioners proposes altering the structure to a combination of six electoral districts and one at-large seat. Commissioners identified the Six-District Plan during its meeting on January 5, 2026, following a public hearing.

Under the Six District Plan, a district candidate must reside within the electoral district and is elected by the district. Only the at-large seat would be elected countywide.

Next, the Board of Commissioners must adopt a resolution that describes the changes in the electoral structure and calls for a special election. This resolution is expected to be on the agenda for the board’s meeting on January 20, 2026. The resolution will allow the Board of Elections to place the referendum on the ballot for the November General Election, when citizens will vote to either keep the current electoral district format or adopt the new Six-District Plan. If approved, the new structure would be effective beginning with elections in 2028.

Interactive Electoral District Map

An online Interactive Map has been created to show the proposed electoral districts, as well as the existing residency electoral districts for commissioners. Citizens may locate their address on the map to determine which electoral district they reside in and compare the proposal with existing districts.

Electoral districts are based on population and must be “substantially equal” in population. In North Carolina, that means plus or minus 5% of the ideal district population. The plan seeks, to the extent possible, to retain districts to their current configuration and to follow natural boundaries and physical features.

Six-District Plan

  • Forms six electoral districts and retains one at-large seat.
  • District candidates must reside within the district and are elected by the district voters only.
  • The at-large seat would continue to be elected by voters countywide.
  • The ideal district population for the proposed 6-district plan is 4,683.
