The County of Currituck, North Carolina requests Statements of Qualifications (SOQ) for the services of a Design-Builder (“DB” and/or “Proposer”) for the construction of the

The Request for Qualifications (RFQ) package in electronic Portable Document Format (PDF) format shall be requested from Crystal Owens, Contract Purchasing Agent by email at Bids@CurrituckCountyNC.gov. The County is not responsible for full or partial sets of RFQ documents, including addendum, obtained from any other source.

Each Proposer having requested the full Request for Qualifications (RFQ) package will be provided the package in an electronic Portable Document Format (PDF) format by email. Proposers shall email one (1) electronic file of the complete SOQ package in PDF format no later than 2:00 p.m. Eastern Standard Time (EST) on Thursday, May 23, 2024 to Bids@CurrituckCountyNC.gov The Proposer’s name and the project name should be clearly displayed in the submittal file name.

It is the sole responsibility of the Proposer to ensure receipt of its Statement of Qualifications to the County. Submittals received after the due date and time will not be considered. Confirmation of receipt by telephone can be made directly to Crystal Owens at Bids@CurrituckCountyNC.gov or 252-232-6000, ext. 4020.

The County reserves the right to negotiate with any and/or all Proposers that submit qualifications. The County further reserves the right to reject all offers or award a contract which, in its judgment, is in the best interest of Currituck County. The County reserves the right to waive any informality.

Project Site

The Moyock Regional WWTP Package Plant and High-Rate Infiltration System will be located at:

In 2008, Arcadis Engineering was commissioned to prepare a Moyock Sewer Master Plan.  The study would analysis potential service areas, flow projects and cost estimates.

Attached is the proposed sewer service area.  It included full-service areas, limited-service areas and some areas designated as rural which had proposed developments.  The proposed range for service was from the state line to the proposed High Cotton Subdivision.

Total build out estimated flow was 2,542,596 gpd.  Phase I was proposed at 200,000 gpd serving the existing systems plus High Cotton Towne Center and Currituck Station.  Estimated costs were $5.5 million.

The collection system recommended was a vacuum system.  High-rate infiltration was recommended for the disposal system.  Five sites were analysis as seen in the attached figure.

A follow up to the plan was performed based on a 100,000 gpd system.  This would serve the existing systems with reduced flows from the High Cotton Towne Center and Currituck Reserve.  Treatment and disposal were recommended on sites E and H which was the Hayward borrow pits.  Estimated costs were $5.6 million.

Scope of Work

The County requests qualifications from design-build teams for the design, permitting and construction of the 300,000 GPD Moyock Regional WWTP Package Plant and High-Rate Infiltration System.

The Proposer shall provide programming, design, consulting, scheduling, estimating, permitting, construction, and construction administration services for a 300,000 GPD Moyock Package WWTP, including a High-Rate Infiltration System.

Project Budget

The County has allocated a total of $13,762,000.00, consisting of County funds and NCDEQ S.L. 2023-134 Funding for the project.

Questions and/or requests for clarification shall be submitted in writing to Crystal Owens, Contract Purchasing Agent email to Bids@CurrituckCountyNC.gov no later than 10:00 a.m. Tuesday, May 14, 2024.  

All questions requiring additional information will be responded to in an addendum no later than 4:00 p.m. Thursday, May 16, 2024. All addenda shall become part of the Contract Documents.
