Notice for Bidders for
Whalehead Subdivision Public Beach Access Walkover Replacement REBID

Sealed bids will be received by Currituck County at the Currituck County Historic Courthouse, Board of Commissioners Meeting Room, Second Floor, 153 Courthouse Road, Currituck, North Carolina 27929, until 2:00 p.m., local time on Wednesday, October 25, 2023, and immediately thereafter publicly opened and read for the furnishing of labor, materials and equipment entering into the construction of:

Phase III – Whalehead Subdivision Public Beach Access Walkover Replacement – REBID

The Project consists of the demolition and reconstruction of three (3) existing pedestrian public beach access walkovers in the Whalehead Subdivision in Corolla, North Carolina as described below:

  • Item 1: Bonito Public Beach Access: Approximately 280 linear feet of wooden and concrete elevated walkway extending from Bonito Street and Lighthouse Drive rights-of-way to the Corolla oceanfront.
  • Item 2: Sturgeon Public Beach Access: Approximately 210 linear feet of wooden and concrete elevated walkway extending from Old Sturgeon Street and Lighthouse Drive rights-of-way to the Corolla oceanfront.
  • Item 3: Marlin Public Beach Access: Approximately 190 linear feet of wooden and concrete elevated walkway extending from Old Marlin Street and Lighthouse Drive rights-of-way to the Corolla oceanfront.

Sealed bids may also be mailed to Crystal Owens, Contract Purchasing Agent, Currituck County, 153 Courthouse Road, Suite 101, Currituck, North Carolina, 27929. It is the Bidder’s responsibility however, to ensure that its’ bid is received at the bid opening location.

Bids shall be lump sum base bids with unit price allowance based upon the scope of work defined in the Contract Documents, Plans and Specifications. The Owner intends to award a single contract, based on the Total Base Bid on Items 1-3, Unit Pricing and Allowances, to the overall lowest responsible, responsive bidder, taking into consideration quality, performance, and the time specified in the bid for the performance of the contract. The Owner reserves the right to select any bid item, unit pricing, or any combination of items and unit pricing that are in the best interest of the Owner and are within the available project budget. The Owner reserves the right to issue a Notice to Proceed for each item in the best interest of the Owner.

Each bid shall be accompanied by a cash deposit, or a certified check drawn on a bank or trust company authorized to do business in North Carolina, payable to the County of Currituck, in an amount equal to five percent (5%) of the total amount of the bid, as a guarantee that a contract will be entered into. In lieu of cash or a certified check, the Bidder may submit a bid bond in the form prescribed in N.C. Gen. Stat. § 143-129.

The Successful Bidder shall be required to furnish a performance bond and a payment bond for one hundred percent (100%) of the contract amount.

No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of 30 days.

All bidders must meet the licensing requirements under Chapter 87 of the N.C. General Statutes. Small Business Entities, Women Owned Businesses, Minority Owned Businesses, Veteran and Service-disabled Veteran Owned Businesses are encouraged to submit bids.

The Owner reserves the right to reject any or all bids and to waive informalities, as it may deem to be in its best interest.

All questions requiring additional information will be responded to in an addendum no later than 2:00 p.m. on Wednesday, October 18, 2023. All addenda shall become part of the Contract Documents.
