Currituck County is scheduled for an 8 year reappraisal of real property effective January 1, 2021. The Request for Bid (RFP) list the specifications to guide appraisal firms in preparation of their proposals.
The County will accept proposals through 5:00 p.m. Thursday, June 27, 2019.

Currituck County expects the Contractor to visit each property and to use all available data to assess properties at a fair and equitable value. The field appraiser will conduct a complete tour around the exterior of all major structures such that all sides may be visually inspected and measured or re-measured if necessary.
Digital photos of residences and commercial properties are to be taken and uploaded into the County’s CAMA system. Currituck County has attempted to address all leasehold property record cards. The Contractor is expected to match the leasehold card with the land card to reduce the number of structures being double listed.The tax office staff will work closely with the Contractor to ensure that these goals are met.
Currituck County utilizes the Tyler Technologies iasWorld CAMA software package. The property record card shows an itemized breakdown of land and improvements. A sample of a residential and commercial property record card is enclosed in the package. The Contractor is expected to input all data for the 2021 tax year into the Tyler Technologies iasWorld CAMA system.
Proposals will be evaluated based on price and other factors identified in the RFP including but not limited to the following:
- Price
- Experience and qualification
- Experience and references in North Carolina Counties
- Statement as to all “exceptions to proposals”
- Experience with County’s Tyler Technologies iasWorld CAMA system
- Ability to provide cost, income, and market comparable approaches to value
It is the goal of the County to ensure that the Contractor values all real property in a fair and acceptable manner and that the Contractor exerts every effort to justify these values to the taxpayers of Currituck County. All proposals shall be prepared in a comprehensive manner as to content, but specific forms, format, types of binders or promotional material for submissions is not required.
Please submit your fixed-price proposal based on 22,126 parcels for Region I and 3,196 parcels for Region II. Actual parcel count will be determined at the end of the project. In addition, propose a cost in terms of time and material for preparing for and appearing at or representing the County at the Property Tax Commission and or in Court.
