
Example of sand fencing
The Board of Commissioners recently approved a significant change to two programs designed to protect and stabilize oceanfront dunes. The Sand Fence and Dune Vegetation programs will now provide cost reimbursement.
These programs previously operated under a cost-sharing basis between the county and property owners. The Board of Commissioners approved a budget amendment on January 20, 2026, to increase funding for the programs in order to offer cost reimbursement.
Homeowner and Property Owner Associations are eligible to install American beach grass and sand fencing on frontal dunes along the ocean beach. Individual property owners may participate in areas where the HOA or POA is not making an installation.
Sand fencing must be installed in accordance with Coastal Area Management Act requirements. The reimbursement cost shall not exceed $500 per 100 feet of property. For the dune vegetation program, participants may plant and fertilize up to 10 beach grass plants per linear foot of oceanfront property and will be reimbursed at cost not to exceed $400 per 100 feet.

Both programs are directed by the Currituck County Planning and Inspections Department. Staff will work with the HOA/POA or property owner to receive applications and receipts for work and inspect the installations prior to reimbursement.
