The opening session of the Currituck County’s first substance abuse recovery court took place on Friday, January 16, 2026. This milestone is the culmination of months of planning and collaboration between several stakeholders, led by Robert P. Trivette, Chief District Court Judge, 1st Judicial District of North Carolina.

A recovery court aims to rehabilitate members of the community who are facing criminal charges due to their substance use disorders. County residents who are charged with or convicted of victimless crimes may avoid incarceration if they follow a drug treatment, testing, and monitoring program.

Judge Trivette presides over the recovery court, which requires cooperation from several agencies including the North Carolina Court System, District Attorney’s Office, Public Defender’s Office, NC Department of Adult Correction Probation and Parole Division, and law enforcement. The Currituck County Opioid Program will help connect recovery court participants with resources for their rehabilitation and recovery.

“Having a recovery court shows that we believe people can heal, grow, and rebuild their lives when they are given the right support. This program will not only help individuals find stability and hope, but it will also strengthen families and bring our community closer together. When we lift people up in recovery, every resident of Currituck County benefits,” said Angela Lottman, coordinator of the Currituck County Opioid Program.

Funding for the program comes from opioid settlement funds, approved by resolution of the Currituck County Board of Commissioners on October 6, 2025.
