Planning & Zoning

The Planning and Zoning Division of the Planning & Inspections Department functions within a general policy framework developed by the Board of Commissioners. The division assists in establishing County development objectives, prepares plans which incorporate those objectives, and coordinates development activities affecting County growth. The Planning and Zoning Division is responsible for administering and enforcing the Unified Development Ordinance and updating the Land Use Plan.

Responsibilities of the Planning & Zoning Division
  • Administers land use, environmental, and development regulations;
  • Provides technical assistance to governmental agencies, advisory groups, and private citizens;
  • Processes applications for developments and coordinates the review process, which includes the Technical Review Committee (TRC) plan review;
  • Coordinates appeals and interpretations to the Board of Adjustment and serves as the primary liaison to the Planning Board;
  • Increases public awareness of planning.
Public Hearing Notices

Currituck County Board of Commissioners will conduct a public hearing at the Historic Currituck County Courthouse on Monday, July 15, 2024, at 6:00 p.m. and possibly take action on:

    • PB 13-07 University Park (Elan):  Request for an amendment to the University Park (Elan) Planned Development-Mixed (PD-M) master plan and terms and conditions to allow 39 town homes, add a storage building, and connect Amherst Drive to West Mobile Road.  The parcel is located in Harbinger, Tax Map 131, Parcel 97A, Poplar Branch Township.
    • PB 24-16 Walton & Ginger Morris:  Request for an amendment to the Unified Development Ordinance, Chapter 4. Use Standards and Chapter 10. Definitions and Measurement, to increase the number of special events from 4 to 10 and amend the definition of special event.
    • PB 24-17 The Sandlot Mine:  Request for a special use permit for a 6.12-acre sand mine operation (Extractive Industry) on property located at 7831 Caratoke Highway in Powells Point, Tax Map 111, Parcel 3, Poplar Branch Township.

Annual Comprehensive Financial Reports

The financial statements and supplemental schedules included in each report has been audited by a independent, certified public accounting firm and that firm’s unqualified opinion is included in the Financial Section of each report.

The report itself, however, is presented by the County, which is responsible for the accuracy of the data and for the completeness and fairness of its presentation including all disclosures. The county believes the data presented is accurate in all material respects; that it is presented in a manner designed to set forth fairly the financial position and results of operations of the County as measured by the financial activity of its various funds; and that all disclosures necessary to enable the reader to gain the maximum understanding of the County’s financial affairs have been included.

Each report consists of management’s representations concerning the finances of Currituck County. To provide a reasonable basis for making these representations, management of Currituck County has established a comprehensive internal control framework that is designed both to protect the government’s assets from loss, theft, or misuse and to compile sufficient reliable information for the preparation of Currituck County’s financial statements in conformity with Generally Accepted Accounting Principles  (GAAP).

Because the cost of internal controls should not outweigh their benefits, Currituck County’s comprehensive framework of internal controls has been designed to provide reasonable rather than absolute assurance that the financial statements will be free from material misstatement. As management, they assert that, to the best of our knowledge and belief, each financial report is complete and reliable in all material respects.

Generally Accepted Accounting Principles (GAAP) require that management provide a narrative introduction, overview, and analysis to accompany the basic financial statements in the form of Management’s Discussion and Analysis (MD&A).
