Existing Connection – Property Owners / Transferring Water Account
Requirements:
- Proof of Property Ownership
If you have recently purchased your property, please bring a copy of your deed. If your ownership is already documented in tax records, the Water Department office can verify ownership for you. - Water User Agreement
Available from the office at time of application. You may also request a copy by fax, or download an Water User Agreement (PDF). - Photo ID
A valid driver’s license or other positive photo identification must be presented. If you are moving to North Carolina from another state, your current state driver’s license is acceptable.
Allow 3 business days for an existing service to be transferred into your name.
IMPORTANT: Please call the Water Department approximately 1 week before your closing and they will walk you through the paperwork process to transfer the water account into your name. Everything can be done via email or fax. It is not necessary to come in person.
Existing Connections – Renters
Requirements:
- Valid Lease or Rental Agreement
If you do not have an extra copy, bring your original, and office personnel will make a copy for our records. If you do not have a formal lease or rental agreement, your landlord must provide us with a written statement authorizing you to transfer the water account into your name. - Photo ID
A valid driver’s license or other positive photo identification must be presented. If you are moving to North Carolina from another state, your current state driver’s license is acceptable. - Renter Deposit
All renters are required to post a minimum $150.00 deposit. This deposit is refundable after twelve consecutive on-time bill payments. If you close your account prior to the first twelve months, or if your deposit is retained due to late payments, the deposit is applied against your final bill. Any remaining credit will be refunded by check. Deposits may be increased if the applicant has prior unpaid bills, has previously had collection action taken for a prior unpaid account, or has demonstrated other risk factors including meter tampering.
Allow 3 business days for an existing service to be transferred into your name.
IMPORTANT: Renters MUST appear in person to present documents and identification and complete the renter application. You may NOT delegate this responsibility to another person.
New Connections – No prior service / Tap into county water main
Requirements:
- Payment of Impact Fee
Payment in full of the appropriate impact fee must be made at the time of application for service. If you are not sure if the impact fee has already been paid, please contact the Water Department office for verification. - Water Connection Application

Building contractors may pay impact fees and apply for service on behalf of property owners ONLY if the building contractor agrees to execute a Water User Agreement as the billed and responsible party.
For complete new installations where no water service has been previously installed, please allow at least at 4-6 weeks from the date of application for installation to be completed.
For subdivision or other installations where a water service has previously been installed, allow 3 business days from the date of application for installation to be completed.
