Per the General Terms and Conditions of the Request for Qualifications (RFQ) issued by the County of Currituck on February 3, 2022, Currituck County is CANCELLING the Request for Qualifications for a Design-Builder for the Historic Corolla Park Playground at this time.

This project will be re-advertised.

The County of Currituck, North Carolina requests Statements of Qualifications (SOQ) for the services of a Design-Builder for Historic Corolla Park Playground located at:

1100 Hunt Club Drive
Corolla, North Carolina 27927.

The Request for Qualifications (RFQ) package in electronic Portable Document Format (PDF) format shall be requested from Crystal Owens, Contract Purchasing Agent by email at Crystal.Owens@CurrituckCountyNC.gov. The County is not responsible for full or partial sets of RFQ documents, including addendum, obtained from any other source.

Each Proposer having requested the full Request for Qualifications package will be provided the complete RFQ package in Portable Document Format no later than 2:00 p.m. on Wednesday, February 16, 2022. Proposers shall email one (1) electronic file of the complete Statements of Qualifications package in PDF format to Crystal Owens and Crystal.Owens@CurrituckCountyNC.gov no later than 2:00 p.m. Eastern Standard Time on Thursday, March 3, 2022. The Proposer’s name and the project name should be clearly displayed in the submittal file name and email subject line.

It is the sole responsibility of the Proposer to ensure receipt of its Statement of Qualifications to the County. Submittals received after the due date and time will not be considered. Confirmation of receipt by telephone can be made directly to Crystal Owens at 252-232-2381.

The County reserves the right to negotiate with any and all individuals or firms that submit qualifications. The County further reserves the right to reject all offers or award a contract which, in its judgment, is in the best interest of Currituck County. The County reserves the right to waive any informality.

To the extent Currituck County determines to respond to questions and requests for clarification, responses and any supplemental instructions will be in the form of a final written addendum, which if issued, will be emailed to all firms holding this Request for Qualifications no later than 2:00 p.m. Eastern Standard Time on Tuesday, February 22, 2022.

All addenda shall become part of the Request for Qualifications.

Selection Criteria and Weighting of Qualifications
Statements of Qualifications will be evaluated based on Proposer’s responses to the requirements of this Request for Qualifications. Evaluations will focus on relative strengths, weaknesses, and deficiencies associated with the SOQ.

Each Proposer will be evaluated and shortlisted based on their Statements of Qualifications score (100 points maximum) as determined through a qualification review process scoring criteria noted below:

Interviews with the short-listed teams may be held at the option of the evaluation committee. The County reserves the right to obtain clarification or additional information with any proposer regarding its Statements of Qualifications.

All proposers will be notified of the selection results. Final recommendation of any selected proposer is subject to the approval of County officials. The County reserves the sole right to select the most qualified proposer(s) deemed to be in the best interest of the County.

Project Team Selection
Each design-builder shall submit in its response to this Request for Qualifications an explanation of its project team selection, which shall consist of either of the following:
  1.  A list of the licensed contractors, licensed subcontractors, and licensed design professionals whom the design-builder proposes to use for the project’s design and construction; or
  2. An outline of the strategy the design-builder plans to use for open contractor and subcontractor selection based upon the provisions of Article 8 of Chapter 143 of the General Statutes.

By submitting an Statements of Qualifications, the Proposer certifies to the County that each licensed design professional who is a member of the DB team, including subconsultants, was selected based upon demonstrated competence and qualifications in the manner provided in N.C. Gen. Stat. § 143-64.31.
